Debates on the film industry: Catherine Morin-Desailly calls the government to account for its inconsistencies

Catherine Morin-Desailly reaffirmed her commitment to the industry during the general debate on the bill to bolster the film industry, presented by her colleagues Sonia de La Provôté, Céline Boulay Espérionnier and Jérémy Bacchi, and stressed the exceptional nature of the French support system.

 
In this respect, she fully supported the improvements proposed in the bill. She also took advantage of the debate to question the Secretary of State for Digital Affairs, present in the Chamber in place of the Minister of Culture, on two issues of concern to the film industry.
 
1) The endangerment of the “collège au cinéma” and “lycéens et apprentis au cinéma” image education programs, which involve millions of children in France and which many local authorities have been supporting for years.
 
The decision, taken without consultation, by Gabriel Attal, then Minister of Education, to remove the possibility of training teachers and volunteers during school time, led to waves of unsubscribers to these schemes. In some regions, more than half the courses were cancelled. At a time when the government has announced that it is making artistic and cultural education a priority, the Senator was keen to highlight the incoherence of such decisions, and to warn of the very serious risk of the total collapse of a scheme funded mainly by local authorities.
 
2) Recent speeches by Bercy and the French Minister of the Economy, Finance and Industrial and Digital Sovereignty on the regulation of artificial intelligence and copyright.
 
While, on the pretext of better supporting innovation in the field of artificial intelligence, Bercy evokes a reopening of the copyright directive and Bruno Le Maire the implementation of a single data market, assimilating films or series to any data, Catherine Morin Desailly was astonished that the IA Act, as soon as voted, is already being called into question. She reminded the Secretary of State of Thierry Breton’s excellent work in achieving a balanced text, combining innovation and security. She also expressed the hope that Rachida Dati would defend the scope of her ministry and guarantee an ambitious French policy on copyright and the protection of creativity.
